[who did it] Berkley/Diamond; August, 1991 (mass-market paperback).

[chance of gettin'] One of the harder ones, but you can find it used if you look enough.

[the skinny] Generally Lee refers to this as his personal favorite to date. It’s a true police-procedural horror novel, and though it’s not as hardcore as his more scatological small-press ventures, it’s probably his most psychologically grim book-length work. Here it is, folks, THE EXORCIST meets SILENCE OF THE LAMBS. Sex-demons as ritual serial-killers in the gritty big city. Existential homicide captain Jack Cordesman may be the most effective character Lee’s ever created. Searing erotica, slam-dunk mystery plot, and horror out the wah-zoo. Collectors have been clamoring for a limited-edition reprint for years, and soon they’ll have it, c/o Necro, which will include a scene that Berkley cut and, possibly, an alternate ending--if Lee can find it!
